I choose D

picked D and E due to "that"

Ruled out E because " that is significant differences" does not flow

I chose D too but the OA is E guess that must be a mistake in the program or something!

I think the 'Of there being' is not preferred by the gmat, when you see being, it is ususally not a correct choice unless it is use with' in addition to being' .
