We know that this form of date expression 19XX + noun is not ets compliant...

C is wrong cause it implies that organization involved decision

broke with X for Y, sounds good to me. This is a hard sentence.

4 for sure. Correct idiom "decide to" and "in deciding" is directly related to
"broke with its conservative cash-and-carry policy"

I will go with 'C' - becos the underlined portion talks about two things, one is when it broke away from its conservative policy and other is to state 'what for' it broke away. So I think the underlined portion should start with by mentioning 'When' it broke away which leads us to 'A' & 'C', since 'C' maintains better parallelism than 'A', I will go with 'C'
