It's a subtle difference. 'Elaborating' is the action, and elaboration is, like... the concept of the action.

Think of it kind of like the difference between 'exercising' and 'exercise.'

A) The judge without elaboration denied the claims- INCORRECT- should be used as a verb, not as a noun; also ambiguous meaning.
B) The judge denied the claims without elaboration- INCORRECT- "that her ruling..." is the claim that is denied, not the elaboration; as conveyed with this construction.
C) The judge without elaborating denied the claims- CORRECT
D) The judge denied with a lack of elaboration the claims-INCORRECT- seems to be modifying denied.
E) With a lack of elaboration the judge denied the claims
-INCORRECT-seems to modify Judge; ambiguous meaning.

The judge did not elaborate and denied the claims, the only option which concisely reflects the meaning is option C.
