First of all, I strenuously object to the logical error in this sentence. The adjective "unique" is a binary adjective --- something is either "unique" or "not unique". Other binary adjectives include:
right-handed
counterclockwise
monosyllabic
yearly
electric
sociological

For any of those, something could be that way, or not that way, but it would not make sense to be more or less of that way. Someone can't be "more right-handed" or "less right-handed" than someone else. A word can't be "more monosyllabic" or "less monosyllabic" than another word. These are adjectives that do not admit of degree: more, less, most, least, etc. Something either is or isn't, with no in-between. Much in the same way, something can be "unique" or "not unique", but never "more unique", "less unique", "most unique", "least unique", etc. These latter combinations are, regrettably, rife in colloquial conversation. People who know nothing about the sophisticated points of grammar make these mistakes all the time. The GMAT is very careful to craft questions to catch people in such mistakes, but of course, the GMAT never makes such mistakes, and it reflects very poorly on a question source to make such mistakes.

Also, the split at the end --- whether the clause "that provide" should modify "one" or "places" ---- I suppose one could make the argument that the clause probably should modify "places" and not "one", but I believe this is not unambiguously clear, as it would be in a high quality GMAT SC practice question.

Overall, this is an extremely unimpressive practice question.

My take -- When we say One of the most bla bla....then it should be followed by in what? Option C just says one of the most unique ecosystems in what? is missing so it is out. A, B,D, E remains. D says one of a ....superlatives never follows a it should be the...so d is out.
A,B, E remains... We are talking about few places and not a single case hence it is plural and so it should be provide and not provides. Left with B, E and since we are talking about few places so should be followed by are , Hence B is out,Left with E. Hope this explanation helps. :-)

"one of the few places" is a percentage/fraction, so "that provides" should modify "places". -> that provide.
Or am I missing something?

hm, it's kind of strange to see such a question from the economist:
first of all: one of the PLURAL, one of the PLURAL that PLURAL VERB.
A has SV error. few places that provides - singular verb for plural noun.
B again SV error.
C almost got me choose this one, but C changes the meaning. we have ecosystems in the WORLD. here we have this part missing. so out.
D a most unique ecosystem - out. as the idiom is not correctly used.
E looks good, although it adds able to provide.

If a district is unique in some way, is it necessary to say that this district is unique in the world. If anything is unique, isn't it unique in all aspects. Am I correct?

Ans: "and is one of the few places that are" is the best option out of the above options to agree subject verb agreement.
