Though Jacob has not encountered any new competition for business during this time period, his inventory records indicate that the average number of lawnmowers and snowblowers that he sells per year has risen only slightly over the average number of lawnmowers and snowblowers he sold yearly prior to 1980.

C is the answer here :
Here we need to resolve the conflict that why increase in population did not attributed to much rise in the purchase of machines ...

C says that only big complex apartment were constructed since 1980 ---now one apartment can accommodate a high number of family but obviously it will require mostly one machine for apartment .....it gives a reason why sale have not increased as anticipated...
