B is the correct answer as books is a countable noun.

And that’s why A,C,D are out.
E - it’s missing the verb ‘be’. Out.

Sole Survivor is B.

The books are countable nouns so we have use many fewer books .
The original sentence talks about the state of the college library so we have to use be .
If we omit the part regarding books the sentence would read as
The library at the state colleges still is above the minimum number required by state educational standards.
Still is does not make sense here it should be "be" .
