Yes it is. +1B

A – The use of simple past tense "was" is incorrect since this fact is still true
C – The phrase starting with "basing" makes no sense
D - The use of simple past tense "was" is incorrect since this fact is still true. "having" incorrectly modifies Anton Rubinstein. "Based after" is the wrong idiom, the correct idiom is "based on"
E – It has to be opera "by" and not opera "from". "Based from" is the wrong idiom, the correct idiom is "based on"

please, explain the use of present simple in B. The fact in B exist in past and present. why dont we use present perfect?

whats wrong with D?? is it just the based after part that is wrong??

Hi mate, the essential split here is the verb tense "is" and "was".

The meaning is clear - the details about the Act is a fact thus use of "is" present tense is fine. Use of "was" will mean the details about the Act no longer exists
And then, the idiom issue of "based after"

Hi I have some apprehensions about answer B although it is the best among the lot. Based is an "ed" modifier in the sentence. An "ed" modifier modifies the closest noun, which is Nikolai Kulikov .
Experts please share you thoughts on this.

Hi Mate,

verb-ed-modifiers-vs-verb-ing-modifiers-125611.html
For quick understanding, verb ed modifier modifies preceding noun or noun phrase, in case if the noun does not make sense.
In this sentence, modifying Nikolai Kukilov is nonsensical, thus verb ed is correctly modifying noun phrase a libretto by NK...
