The source provided only three answer choices.

hi!
the answer cannot be a since after the comma the phrase 'which it is hoped ' points to 51 million dollars .this means that it is the dollars can be completed in the late 1980s???? :?:
the answer cannot be b cause on the gmat the word hopefully is almost always wrong.
therefore it must be e.even though it is a bit long ,the meaning is conveyed properly and no ambiguity exists.
