the only alternatives are A and D. I chose A for <modernisation> as opposed to <modernizind>, though I realize that A carries a misplaced modifier. But if E is wrong, then D must be also wrong.

sh*t, you're right. I remember reading that in the Manhattan Gmat sentence correction book.

I say A then. Definitely better than E.

Guys,

Don't you think that "WHICH" after million dollars implies that million dollars can be completed?

B & C contain "hopefully" - WRONG WRONG WRONG (95% probability)

D - makes no complete sentence at all !!!!!!!!!!!!

E - is the best

I still do not understand why E is wrong

I am begining to doubt in how reliable are the questions stolyar posted.
A cannot be the answer because:
1) "which" is wrong. It is modifying dollars.
2) "it" is wrong. It doesn't have a clear antecedent.

E seems better.

A, D - incorrect - modifier error - which is incorrectly modifying 51 million dollars in A and steel mill in D
B, C - incorrect - use of hopefully wrong
