Wrong usage of which

Hopefully is not preferred on GMAT. Also, If we are talking about a program that is completed, no need for approximation. hopefully completed and will cost do not go together to give a meaningful sentence.

Incorrect reference of which and if you take out the 2 dependent clauses, the sentence does not read fully.

E is correct. uses it is hoped

This sentence renders a lot of ambiguity. We are talking about a past event but expressed in future tense. I know, but I guess this sentence is a lift off from some book/paper of 1980's. So we have to pretend as if we were reading this sentence in late 70's or early 80's.
