This one seems to be good. The only problem is "hopefully". The word 'hopefully' is rarely acceptable on the GMAT. I'm not sure why, that's just the way it is. Check out Spidey's notes for more information.

e. Modernizing the steel ill, a program that can, it is hoped, be completed on the late 1980's, will cost approximately 51 million dollars.
