IMO E
Firstly "western states" is plural ... so " which is already" is wrong... so (A) and (B)-Eliminated.
also "increasingly great " in(A ) and (C) is redundant..
.in (c) and (d) -" an already overburdened ecosystem" points to a singular noun but " western ghats is plural"..
" the greater the pressure on water resources becomes"-awkward construction... so Just (E) is left

I think something is wrong with option E.

The more people move to western states, which are already an overburdened ecosystem, the greater the pressure
on water resources becomes

western states, which are already an overburdened ecosystem

Don't you think plural states should not be referred as (singular) an overburdened ecosystem.

Already an overburdened ecosystem, western states ( modifier demands singular object I think with plural states such construction is not fine.)

a heavy transport vehicle, bus gives comfortable ride.
a heavy transport vehicle, buses give comfortable ride. ( i think this one is not correct)

I have modified the modifier part as following: I hope it's a better construction.

The more people move to western states, whose ecosystem is already overburdened, the greater the pressure
on water resources becomes

Im still finding E a little confusing, "which are already an overburdened ecosystem" seems to be wrong phrasing.

I too rejected option E based on the same criteria, but then I tried to find out more examples of plural subjects that form an ecosystem.
There are quite a few examples, such as:
- We and our pets are an ecosystem.
- Coral reefs are an ecosystem in danger.
- The Everglades are an ecosystem like no other in the world.

I think that option E is grammatically correct, as it takes more that one element to form an ecosystem. Hence the structure <Plural Subject> are an ecosystem is a correct expression.

E best. Looking closely A,B can be cancelled due to western states, which is ....states plural..which IS - singular.

use of the plural word ' states ' makes the correct verb are. So choices A and B incorrect
use of ' with ' in the start of option C makes this choice incorrect
the phrase ' the more that people ' doesn't make much sense so option D also incorrect
the correct phrase is ' the more .... the greater ' which is corrrectly used in option E

The more........the better/greater/lesser...

None but (E) follows the same...
