B is best
C has the right syntax but putting the dry region at the end does not correspond with the last part of the sentence which is characteristic of the moist region
A and D are clearly out. "instead of being" and "rather than being" are wrong.
E is also wrong by a double use of "instead" and "rather than"

B is the best choice.

The glaciers dont have a choice where they will form. They just form whereever there is favourable climate.
Here is what Erin said about choosing "but not" vs "rather than"

26. "but not" vs "rather than"

Example -
Pucci is not a dog but a cat.
Pucci is a cat rather than a dog - means Puci has chosen to be a dog rather than cat - sounds terrible
I want a cat rather than a dog. - Shows preference.
