(A) by the refusal to sell

(B) not selling

(C) the refusal to sell

(D) refusing to sell

(E) by refusing to sell

With (D) for parallelism...

The nations with nuclear capabilities have restrained the proliferation of nuclear weapons less by reaching military understandings than by refusing to sell associated technologies.

A comparison should always be parallel.

X have restrained by reaching than by refusing.....This should be the correct structure.

OPTION : E

(A) by the refusal to sell

(B) not selling

(C) the refusal to sell

(D) refusing to sell

(E) by refusing to sell

KAPLAN OFFICIAL EXPLANATION:

E

The phrase “less by . . .than by” is another connector that must link similar terms. What follows the first “by”? “Reaching.” So what must follow the second “by”? “Refusing.”(D) won’t work. It takes out the second “by,” which you need to complete the comparision.
