My Analysis

A. Two entities take and give are not presented in proper parallel structure. To take - infinitive and that gave - verb modifying 'move'.
B. Correct choice - here the entities are parallel and note that to after and is elliptical.
C. The original sentence can be interpreted two ways either the new bill did two things or it did something 'to'do something else. Even if one assumes the second meaning, the preposition for should not be used to present a purpose.
D. The noun modifier which always takes a comma before the noun it is modifying. As per me, the intended meaning is also distorted.
E. Taking and that give are not parallel and also give is plural which does not agree with singular noun move.
