Eliminate A and D, as they use singular "has".
Now observe parallelism- penalties for children, so the other parallel clause must also contain something "....for Y". C doesn't makes any sense.
E is correct.

"The new rules" is plural, A and D are out immediately. B, C, E remain.

A- hoarding candy and rewards for those sharing it—has been criticized to encourage
Wrong. "The new rules" is plural

B- who hoard candy and reward those who share—have been criticized for encouraging
Wrong. "penalties for X and reward Y" is not parallel ==> Should be "penalties for X and rewards for Y"

C- hoarding candy and rewarding them when they share—have been criticized because of encouraging
Wrong. "penalties for X who...and rewarding Y when....." is not parallel ==> Should be "penalties for X and rewards for Y"

D- hoarding candy, rewarding those who share it—has been criticized for encouraging
Wrong. "The new rules" is plural

E- who hoard candy and rewards for those who share it—have been criticized on the grounds that they encourage
Correct. "penalties for X and rewards for Y" is correct.

First thing that shouts to me is - - . A dash is used to add more information to the sentence. It is almost like a modifier and can be ignored for reading the core sentence :
The new rules in the school's code of conduct - -has been criticized to encourage children to share opportunistically rather than altruistically.

verb has to be have. B,C and E remain. C has a modifier error. Hoarding and rewarding are pointing to the same children. Is that what the sentence is suppose to mean ? No. Eliminated.
Now in C and E. The subject is rules and the action should also be plural. Hence the correct usage is rewards and not reward. E wins.
