A simple translation of the words into an equation given us $$\frac{p}{100} * 160 = \frac{q}{100} * 40$$

Taking p and q to one side, we will get the value of $$\frac{p}{q}$$ which is $$\frac{100*40}{100*160} = \frac{1}{4}$$(Option B)
