"Members of the first family" is not doer or subject for the verb has/have, "constraints" is the subject, hence "constraints have".

(A) has made it difficult for them to engage in normal social activities such as going to the movies.
(B) have made it difficult engaging in normal social activities such as going to the movies.
(C) has made the engagement in normal social activities such as going to the movies difficult.
(D) have made it difficult to engage in normal social activities such as going to the movies.
(E) has made their engagement in normal social activities such as going to the movies difficult.

lets do this using vertical split

has/have
numerous constraints plural
so have is required
A,C,E instant elimination
In B and E
engaging vs to engage
here meaning specify some purpose
to engage is right
D is best answer

The numerous constraints placed on the members of the First Family has made it difficult for them to engage in normal social activities such as going to the movies.

(A) has made it difficult for them to engage in normal social activities such as going to the movies.
(B) have made it difficult engaging in normal social activities such as going to the movies.
(C) has made the engagement in normal social activities such as going to the movies difficult.
(D) have made it difficult to engage in normal social activities such as going to the movies.
(E) has made their engagement in normal social activities such as going to the movies difficult.

Simple subject verb disagreement.Option B has engaging which is a modifier not a verb and a modifier is used wrongly.
Can a question be easier than this...?(just a thought)

It is D because the subject numerous constraints have to match with the verb which has to be plural. If you take a look the only plural verb in the answer choices appear in D. Give me some kudos if you like the explanation!
