The officials in Town X have suggested that the proceeds from the recent benefit concert be used to repave the streets in the downtown area. When this decision is voted upon in the fall, a majority of the town's citizens are expected to approve this allocation of funds. After all, according to a recent survey, most citizens are in favor of improvements that will benefit local merchants.

Which of the following choices is NOT an assumption that is being made by the author?

A. Well-paved streets near local merchants benefit their businesses.
B. The citizens do not feel that the money is better spent on other town improvements.
C. Local merchants have stores in the downtown area.
D. Streets in highly traveled areas need to be repaved periodically.
E. The people recently surveyed accurately represent the opinions of those who will vote on the repaving decision

First we need to sum up what the question says:

1. The officials in Town X wants to use the profit of a concert to repair roads in a particular city area.
2.They need a vote out to pass the resolution
3.They believe people of the town will vote in favor.
4.most citizens want improvements in favor of local merchants.

So,the assumption must be a bridge between point 3 and point 4.That is that road is used by merchants and will help their business.

Now see how the assumptions could be made in different ways.

1.Well-paved streets near local merchants benefit their businesses--That's point A , and not our answer.

2. Citizens will vote for the road development and not for any other project as the benefit of the merchants is their top priority.--- That's option B and not our answer..

3.The streets to be repaired are in the downtown area and merchants will be benefited by those streets.Hence they must have businesses or stores in that area.

That's option C and not our answer..

4.Streets in highly traveled areas needed to be repaved periodically. Its option D and our answer.Its tempting to think that it might be an assumption but it is not.It is just a general statement.There might be lots of highly traveled streets apart from those in downtown business area.So its not an assumption.

5.The city council is convinced that people will vote for the resolution How are they so sure.they did not talk to every citizen.So there is only one way to know and that is through a survey.That's option E and not our answer..

I will go with D.

quite straight forward. All the other options relate the voters, local merchants and the pavements. But only D doesn't.
