IMO answer is B

The question tests parallelism for And connector and modifier.

The pharmaceutical company conceded ... and pulled

A and C are out since they use pulling - not parallel to conceded.

For the modifier verb-ing is required to describe the results of the drug pulled from the market.

D - led to - describe the intent and not results
Between B and E having led to is more wordy than leading to --> hence answer is B

Anybody has a better explanation for eliminating E other than wordy or awkward

E with "having led" gives us a wrong idea of the "timing", changes the meaning
E) pulled the drug off the market, having led to

If I say B) pulled the drug off the market, leading to <==the -ing presents the results
but "having led to" seems to say that this fact already happened, the overall sequence of the events is not clear.

Further , + verbing (Modifies the previous clause)
