I Believe the answer is D.

It seems that the king was ruling prior to 1460 and coins were present at that time too.

We can't question the circulation of coin but we might question the ruling of King and hence I suppose it should be D.

Will wait for the OA

Okay ..As per Option D: if the king was ruling prior 1460 and after 1470, than as the passage states then the play must have been written between 1430 to 1471.
Option D: strengthen the arguments

Option E: states that since the design of coin was already out prior its minting and circulation , than play could have been written before 1430, thereby weakens the conclusion

E provides a potential reason that the coin could have been mentioned in the play had it been written prior to 1431. D does not provide any reason to think it was written after 1471. IMO E is the answer.

Think its D.E talks about seeing the design.Seeing the design and put into circulation are two different things.

The concern isn't when the coin was circulated it is determining whether or not the coin being mentioned prior to 1431 is possible. E provides evidence that a coin of that name was known and written about prior to 1431 therefore it is possible that the coin could have been written about in the play before 1431 even if it had not been in official circulation until then. D does nothing to alter maximum date of 1471 as both dates mentioned still fall between 1431 and 1471.

Oops!! I missed a critical point. I thought we need to look in the span 1460 to 1471 and NOT 1431 ( numbers got mixed up)

Thanks! I agree it should be E then !!
