the second clause needs a modifier.

establishing is the only modifier in the answer choices.

son B is the right answer.

A is not parallel so it is wrong .

B is correct. the modifying phrase modify the whole clause "the proposed health care bill would increase government regulation of health insurance" not the part of the clause.

C, D and E are nither parallel nor modifiying phrases.

A- falsely uses "who" to modify jobs, not parallel
D-falsly uses "who" to modify jobs
E/C-suggests jobs would be uncovered
