C. Correct. The singular verb recognizes agrees with the singular subject each; the comparison of international bonds is in parallel form.
D. This version is wordy. It is also unclear as to what the plural they have refers to—neighbors or five sovereign states.
E. The plural pronoun their does not agree with the most plausible antecedent each. If the intended antecedent is, instead, five sovereign states, it is unclear what they refers to, and the Nordic neighbors seem, somewhat puzzlingly, to be countries other than these five.

I want to say about choice D and E.

noun+noun modifier can work as adverb to modify the main clause. but this phrase give us a lot of trouble because it can offer many meaning relations with the main clause, some of them context, cause, effect and detail of the main clause.

so, the difficulty is that we have to choose between the this phrase, noun+noun modifier, as an adverb or this phrase as an adjective. this case is popular on gmat. the idea of recognizing in choice A , B and C is used ad adjective ( attributive). but in choice D and E, the idea of recognizing is used as adverb . attributive or adverb is better. this is hard point.

as an adverb, "each of them recognizing..." must show a meaning relation with the main clause. the meaning relation can be varied and, so, many meaning relations can be good but not all meaning relations are allowed. in choice D and E, the phrase "each of them recognizing..." can not work as adverb of the main clause semantically. this phrase dose not show context, cause, effect or details of the main clause.
