Going by the test of idiom that the verb ‘consider’ needs no additives, the right answer is a straight C; regards to be, regards as being, considers to be, considers as being etc used in the other choices are unidiomatic.

C. 'Considered' is not followed by 'to be'/'as', whereas 'regarded' is followed by 'as'
