I do not have OA for this. I have marked

in using does not make sense after and.

Also can decide should be changed as well...either decides or some other form.

So answer has to be B or D. In D only thing I can notice is...decides should have been it decides to make it better...but still that seems to be acceptable to me. I will still go with D.
