In choice A, The rising of costs is unidiomatic
why the rising of costs is unidiomatic?
what's the difference in meaning between "the rising cost" and "the rising of costs"

The answer should be C. "The rising" should take a singular verb has. Also it should be costs not cost.

The rising of costs is unidiomatic. (First rule is to never question idioms :))
The rising costs is the correct version. But we dont have it.

The is crucial for subject verb agreement. So, answer would be C. What is OA? Please state source as well.
