D and E are out - 'because'
A - the rising of costs awkward

since the cost refer to data processing operations, prefer cost to costs, hence C

Eliminating D & E because of their 'Because''s.
We are dealing with a subject-verb agreement kind of a scenario.
'has created' indicates that our subject must be singular
B is thus eliminated.
'The rising cost' is unnecessary since there is only one cost for multiple operations and more concise form 'Rising cost' might have been better choice.
'The rising costs' is singular because of the usage of 'The' and seems a good enough answer.
A is thus my choice.

What is the OA + explanation?

one more for C

The rising of costs of data processing operations at many financial institutions has created a growing opportunity for independent companies to provide these services more efficiently and at lower cost.

A) The rising of costs - awkward subject... it isn't the rising that created opportunities, but the cost itself (has)

B) Rising costs - SVA problem "costs... has"

C) The rising cost - "rising" correctly describes the cost and cost is singular agreeing with verb "has)

D) Because the rising cost - because cost has created opportunities...blah-blah... (then what?) doesn't finish the thought correctly

E) Because of rising costs - costs again

Straight C.
B is out because of no subject-verb agreement as pointed out.

Will go with C.
According to subject verb agrreement......."has" is singular hence the sunject should be singular. That is "cost" hence C.
