The rising of the rate of tardiness among MegaTech employees has generated concern among management that the employees are not sufficiently focused on increasing shareholder value.

A. The rising of the rate -> “rising rate” is better
B. Rising rates -> “has” is for singular, “rates” is plural
C. The rising rate -> correct
D. Because of the rising rate-> no independent clause
E. Because the rising rate-> same as D
