I personally precluded B), C) and E) because all of them have "since" after the comma. To my knowledge the GMAT doesn't use "since" as "because". The meaning of "since" regarding time doesn't make any sense in this context.

After this step I was left with A) and D). The correct idiom is "between X and Y". Therefore, A) is the correct choice

between x and Y , not between X to Y so B and D are out .
One should not use past or present perfect because there are no two events in the past or present.So C is out.
Usage of Had is not correct , so E is out .

The reason I would reject C is that it is changing the meaning of the sentence. The original sentence is talking about something that has already happened in the past whereas C is changing the meaning by saying the rules are still in effect.

In the presence of option A, which is technically correct, I would never prefer to pick option C.

Does that make sense?

"Since" can be used to depict 1. a reason or 2. a point of time from when something has been happening (since + present perfect).
"Because" does not have the above ambiguity and can be used only to depict a reason.

Option B can have two meanings:
1. The requirement of the rule was the reason that many companies were prevented from exporting. (causation relation)
2. From the time the rule requires ..., many companies were prevented from exporting. (no causation, just a sequence of events).

To avoid such ambiguity, it is preferred to use "because" instead of "since" when it is required to depict a reason.

A is fine in terms of idioms except providing exporting services

In option A ....providing exporting services...isn't providing and services redundant??? Can anyone assist???

The correct answer here should be C for the reasons below:
between..and is the correct idiom so B and D are out. A doesn't have verb supporting the Subject "Rules". E had the effect....doesn't gel with the entire statement and subject "The Rules".
A also has duplicacy in terms of words providing and exporting.

Picking C for all the reasons mentioned above.

i am still doubtful About A still fee C is better because laws are still in effect

Both A and C has no problem.
It is possibile to use 'prevented' and 'have prevented'.
So A is OA, because C is distorting the original meaning.

guys since is perfectly fine to use in GMAT world in place of because. There are no such rule, if any one says these rules dont apply them during test because such applications will cause you to lose score.

Why A? Read the later part of the sentence... Rules required that any new company must " provide " services ___. The sentence talks about the verb " provide " and A clearly states it. Whereas C could be inferred in many ways.

I suppose when providing a reason for some action because should be used.
between x and y &
because split leaves us with A.

If Option A said, "and 2010 prevented many companies from exporting services, because"; i would have marked option A. Option C is wrong because the use of the word "have". Option E is wrong for using "had". Options B & D are incorrect because of incorrect usage of idioms. It seems that there is no correct answer to this question.

I don't think we can write "providing exporting services", can we?

I would like to go with C as the rules are still valid. Simple past means that the action ended in the past.
