The correct answer should be D.

be placed in regular classroom is correct subjunctive form.

A is too wordy, whereas D is concise.

ummm hesitate on A and d

but i will go for A because i think that option D ignoresthe word " all" which changes the meaning of the sentence.

Subjunctive mood necessary
(A) and (D) are the possible choices.

(A) however has modifier problem meaninig children with reading problem of special aid

also go with D for two reasons:

one - subjunctive form is neccessary i.e ''that'' shold be followed ''be''

two - paralle construction shold be kept in head : be ''placed'' and ''assured'' which are both in th past TENSE!
