My answer is B for following reasons
'skill..in' sounds more idomatic than 'skill to'
we need plural verb 'are' since 'The skills and the precision' is plural
AND
'at' is required after 'not only' to maintain ||sm with rest of the sentence

to measure in this Sc does not sound correct. So D and E are out
The skill and the precision->plural .So A and C are out

I would say A is the answer.
Needs to be singular because referring to "in measuring"

Toying between B and E.

"The skill and the precision" --> Plural. Hence options with "is evidenced" (A, C, D) are out due to disagreement with the plural subject.

Felt that "... the precision in measuring" sounds better than "... the precision to measure". Any thoughts / academic explanation for this?

It is correct to say "skill in doing XYZ" rather than "skill to do"
