Inference: the debating club plans to contact old alumni to raise funds for renovating headquarters. They've done this earlier and yet the building is in poor condition.

Now, if author concludes that they wont raise enough money, what is he basing that assumption on?

If you observe the boldface, it's pretty evident that the author is making the claim based on his past experience. Hence, option D is the correct answer.
