I go with A, because that is basically what the first part of the first sentence implies: "The state with the greatest fraction of its population in urban areas,". --> California has to be the state with the lowest fraction of its population in rural areas.

IMO the answer should be A. Answer D might be tempting at first, but on reread you will understand we do not have much data on urban population to support that thought.

A is clear answer as California has smallest population living in rural area.

IMO ans is A

As per premise California has the highest fraction of population in urban urban area. out of every 100 people, 91 lives in urban area and 9 lives in rural area. so for other state, out of 100, less than 90 ppl lives in urban and greater than 9 in rural. so no other state has the smaller fraction in rural area than California has.

It's simple, Statement tells nothing about area distribution, and population growth.
Every option except A talks about either area distribution or population growth, and thus they're wrong as we can't say anything about these. So, option A is correct.
