is ", that" in B is right? ", which" is right I guess. NO?

I will go with B. "as" can be replaced with "because" without changing the meaning of the sentence. Debated with C, but then the sentence should have read


The steel industry has changed radically over the last two decades,with large, integrated companies, such as Bethlehem Steel, that
once conducted operations from mining at one end of the process to shipping at the other having greatly downsized, or in some cases having shut down altogether.

Really a tough choice between A and B....will do a guess on it and pick B.

tough one.

Will go with B.

I think "that is necessary to introduce the dependent clause. I almost went with C, because I thought it sounded better. But "as" is better to show examples, as is the case with Bethlehem Steel in the STeel industry.
