There are same negative odd integers and positive odd integers, such as -21,-19......,-3,-1 and then 1,3....,19,21 the sum is zero and after that we have to add only 23+25+27+29+31 = 135.
Answer is [B].

The sum of all consecutive odd integers from −21 to 31, inclusive, is
sum of consecutive odd numbers from -21 to 21 is 0
the balance odd numbers are 23, 25, 27, 29 and 31
their sum is 135

The sum of all consecutive odd integers from −21 to 31, inclusive, is -

integers from -21 to +21 cancel themselves out while being added

we need to find value of 23 + 25 + 27 + 29 + 31

= 23 + (23 + 2) + (23 + 4) + (23 + 6) + (23+8)
=23*5 + (2+4+6+8)
=115 + 20 = 135
