Go with D...economic n not economical is required.
D...though has the fomidable 'being'...still has a better construction than E..which sounds clumsy n wordy

I go with "E":

A, B and C are out for the usage of "economical"

.... economical and political consideration ... here economical and politcal are not parallel ( though it may sound like it is because of the ending "-cal")

the parallel construction would be
... economic and political consideration ...

Eliminating "D" because of the presence of "being"

The first noteworthy point is the disparity of "economic" and "economical"
"economic" --> related to economics
"economical" --> saving-oriented

We need the meaning of "related to economics" in this sentence to accompany "political" --> D and E are okie!
D should be avoided due to the use of "being" . Also, what is the "consideration" here is not "the supply" but the matter of the limitation of the supply --> E is correct.

E it is.
