Answer is B.

Reasons:
1. Economy is followed by a singular verb
2. Correct usage of "each" as Each Member nations. Each should be used, if the number of members in a group is definite.

B is totally incorrect....Have used for Economy(singular) and each nation (singular) and subjunctive is used which is not required.

take an example for command subjunctive here :

We propose THAT HE BE here.
--> this the basic structure you need to follow in a command subjunctive case.
this pattern is followed in B correctly hence is the winner.

Read the answer choice B again:
First as:

And then as:
The treaty specifies that each nation have an inflation rate of less than three percent [strike]and be resistant to external affairs.[/strike]

Makes sense?

This sentence uses "and". So both the statements should individually be grammatically correct.
now read the second part as:
"economy of each member nation be resistant to ....." and thus it is correct.
read the first part:
"economy of each member nation have an inflation rate of less than three percent"
Thus this question uses the structure of "...A and B"
