Can you please explain how C can be correct? Either it should be 'had neglected'since the action of neglect happened before the union argued OR the answer should be A-Experts-please help

..C is the answer..
Union argued is in past tense... means action has already finished..
A is in present perfect tense which needs to be in simple past... C corrects the error.. :)

c. neglected the safety and (and no "the" before "well - being")
d. were negligent to the safety and to the
e. neglected the safety as well as the[/quote] ("The" before well being)
1) Is "e" incorrect because of redundancy?
2) Is "the" not required in front of "well being", or the previous "the" before "safety" is applicable for "well being too"?

The answer choices will have either "neglected" or "had neglected" but not both.
IMO, both "neglected" or "had neglected" are acceptable.
