Help with this SC:

The United Nations General Assembly term runs from September to January. The greatest part of this time is taken up with useless chatter. Delegates debate endlessly, never arriving at decisions. The delegate from each and every 300-square-mile archipelago in the South Pacific must make a lengthy presentation on every topic that reaches the floor, yet almost no attention is paid to solving practical problems that are actually capable of being solved.

The author's argument is based on which one of the following assumptions?

The purpose of the General Assembly is to deal with specific practical problems.
Too many small states with insignificant problems are members of the General Assembly.
If the General Assembly spent less time debating, it would devote most of its attention to providing relief for famine areas.

IMO A - the author complains that because of the short term, the many delegates and constant debating no practical problems are resolved. This would only be an issue if the reason for the assembly was to solve practical problems. Maybe the purpose of the assembly is to solve minor insignificant details

B - I had a hard time eliminating this choice but it doesn't seem like a valid assumptions as no mention that the small countries have insignificant problems, just that they need to discuss every issue.
C - Way too specific for an assumption
D - No discussion that time is a factor
E - Again not mentioned in the paragraph

Between A and B, I would go with A. Argument concludes that no practical problems are solved. So assumption is that purpose of General Assembly is to deal with specific practical problems.

Agree with A. All the ranting about all debate and no action is not valid if the main purpose of the delegation is just to share ideas and not resolve problems.
