The usage of that in two questions of SC in OG has confused me .

50 - According to some analysts, the gains in the stock market reflect growing confidence that the economy will avoid the recession that many had feared earlier in the year and instead come in for a 'soft landing', followed by a gradual increase in the business activity.

(A) that the economy will avoid the recession that many had feared earlier in the year and instead come
(B) in the economy to avoid the recession, what many feared earlier in the year, rather to come
(C) in the economy's ability to avoid the recession, something earlier in the year many had feared , and instead to come
(D) in the economy to avoid the recession many were fearing earlier in the year, and rather to come
(E) that the economy will avoid the recession that was feared eariler this year by many, with it instead coming

7- As its sales of computer products have surpassed those of measuring instruments, the company has become increasingly willing to compete for the mass market sales they would in the past have conceded to rivals.

B they would have conceded previously to their rivals

C that in the past would have been conceded previously to rivals

D it previously would have conceded to rivals in the past

E it would in the past have conceded to rivals

So, I know each has its own issues and mistakes but the OE of 50th question says that D can't be true because that is needed before many . ...in the economy to avoid the recession that many were fearing earlier in the year, and rather to come

On the other hand , the correct answer for 7th question (E) doesn't use that for its modifier.

What is the difference between two ? Why is that is required in one but not required in the other ?

I think in question 7 also that would be correct....
But the sentence " that in the past would have been conceded previously to rivals " uses wrong tense.
if the sentence were ::

"That in the past would be conceded to rivals" then this would be the correct answer.

Please correct me if i am wrong ::

Because i am not sure if "would be " shows past tense or not ????
