a) could not be allowed to have
b) shouldn’t allow having
c) are not allowed having
d) cannot allow having
e) not being allowed to have

E-- presence of 'being' still makes it correct?

It should be allowed "to have" and not allowed "having". Plus, the tense is wrong for that usage.

i was confused between A and E.

'being' is generally wrong in GMAT.

i opted for option A.

there is no punctuation in the entire sentence.

and what could be the correct form of this sentence if it appears in GMAT.
