As we can split the sentence in 2 as in

in damaging forests.....

E.

(A) take out "or damaging" and you get "there is not consensus on what role is played by acid rain in slowing the growth forests...". You need an "of".

(B) "slow of growth" is wrong... you need slowing

(C) "slowness of growth" is wrong for the same reason.. you need slowing

(D) wrong tense here
