Another vote for E.

Eliminating all answers which has 'Speculate IF' - this does not go well. And the choice D, changes meaning. Hence E.

(if need be for detail explination, let me know).

my ans wud be E

between ''if '' and whether... the later suits better since a ''condition'' is not explained in the above....

also... betweeen D and E .. the later is clear and more precise...

Yes guys answer is E. May I request somebody to explain the beastly difference between if and whether.. not the usual one...minute difference which comes handy in subtle questions.

"whether" is next to always prefered over "if" in the GMAT. Remember that :wink:
