correct....look at the coloured portion it is clearly given that good working conditions is a must

E) Working conditions in hospitals have become significantly worse in the last decade.
there is nothing in the para that suggest this

A) Nursing school recruitments are now at their lowest level in a decade.
In fact the opposite is true, which is indicated by the statement: "Though the number of nurses employed in the United States has risen over the last ten years..."

B) In the past ten years, the number of practicing hospital nurses has fallen.
We can't conclude that the number has fallen, only that 15% of nursing positions at hospitals are vacant.

C) Financial considerations are the principal reason for the current nursing shortage.
Although financial considerations are a reason indicated by the statement: "More scholarships and loans may make nursing education more affordable...," we cannot conclude that it is the principal reason.

D) Increasing the number of scholarships and loans will not by itself improve the hospitals' situation.
This is true. Increasing the number of scholarships and loans available will help, but it is one of several reasons listed and therefore will not by itself solve the problem.

E) Working conditions in hospitals have become significantly worse in the last decade.
Although working conditions in hospitals are listed as being a reason for the shortage in nurses, there is not indication in the prompt that they have become worse.

The correct answer is answer choice D.
