Looks like the OA is E.
My POE is as follows :
We normally use ratio of X to Y idiom.So,with is less preferable.Elimatinate A and D.
The subject of the dependent clause starting with that..is Ratio which is singular and should take a singular Verb ,so out of BCE reject BC..you are left with E now.. E seems correct ans to me..Also..Notice usage of since in option E..this means present perfect should be used.Hope it helps.
