Tired after the long and arduous race over North America's highest mountain, it was determined by the ultra-runner that he needed a long rest.

As the sentence starts with "tired after.." the end of this modifier must be followed by the person who is tired, who this modifier modifies. So expect a noun (a person who would be tired in this case ) to be placed at the beginning of the main clause. C places the noun for the modifier to modify correctly.

A. it was determined by the ultra-runner that he needed a long rest - 'it' has no antecedent and 'it' cannot be tired
B. the determination was made that the ultra-runner needed a long rest - 'The determination' cannot be tired
C. the ultra-runner determined that he needed a long rest - Correct- Who was tired? the runner.
D. a long rest was needed by the determined ultra - runner'long rest' can not be tired
E. a long rest had been determined as needed by the ultra-runner - runner'long rest' can not be tired

Just ask yourself "who is tired" .. your answer should follow just after comma.

Few examples
Slapping Morgan, Alok ran away. (who slapped)
Kissing her, Alok said goodbye. (who kissed)

So, in your question, answer is C.
