To complete buildings that are similar in size, design, and complexity [#permalink]
Premise: companies in Zone A, even after having sophisticated equipment take longer to construct ----> companies in Zone A are less proficient.

To evaluate the argument we need to compare some other factor that can lead to delay in the construction projects

(A) the amount of time construction companies in each of the zones need to form a presentation aiming at earning participation in a new building project
Incorrect. This doesn't help to evaluate the argument because the presentation time to earn participation for new project doesn't consider any factors for delay in construction after getting the project


(B) the perception and expertise utilized by the manufacturers of the building equipment used by construction companies in the respective zones
Incorrect. perception and expertise by "manufacturers" of the building equipment will not help us evaluate the argument simply because it is given equipment used in zone A are more sophisticated and it is now on the companies to utilize those equipment efficiently to reduce construction time and manufacturers perception doesn't play a role in that

(C) the cost of the materials used in the construction of a standard building intended for housing purposes in each zone
Incorrect. cost is out of scope. moreover, cost is not the problem it is the delay in construction


(D) the efficiency of the offices of the respective zones involved in processing the bureaucratic paperwork required for a construction project
Correct. this will help evaluate the argument lets take both cases:
Case 1: offices in Zone A are not efficient and take longer to process paperwork.
-- this means the companies in zone A are not at fault for the delay but the offices are.
Case 2: offices in Zone A are efficient and take less/equal time compared to zone B to process paperwork.
-- meaning the companies in Zone A are less proficient.


(E) the style of architecture implemented in the creation of a typical building constructed in each of the zones
Incorrect. it is already given that "To complete buildings that are similar in size, design, and complexity,..."

This type of questions reminds that sometime what seemed to be less relevant and finally ignored can be the answer provided being spent more time & cautious intellect.
