B. prediction and comparision.

CDE have "would" that doesnot help express an idea with certainty.

IMO (D). I think 'economic' is better suited here. 'economical' determinants means determinants are economical. A and E are surely out of contention. B and C use 'economical'.

I agree with eyunni and Beyond.

Something is economical if it saves you money;
but if you’re talking about the effect of some measure on the world’s economy, it’s an economic effect.

B - is out ( if it were economic.. then I would have chosen B)

D. It's clear and concise.

can't be b,c , or e b/c economical is not the proper adj to use in this case. its economic. e.g. economic factors not economical factors

It is possible. It is more on the usage of Infinitives as subject. I am trying to get more info on that.

From what I understand they are more used for firm and deinite tones but it seems they also can be used for conditional or prediction.
