How do we determine whether the engineers are sinking the barges or reef?
Moreover, do we really think that sinking barges (boat) will restore fishing ground?
It's the reef that will attract fishes, raising fishing probabilities.
How will the sinking of a boat help in this case?

We hope this finds you well.

To answer your query, this sentence does not indicate that these two actions happen simultaneously; the sentence merely conveys that marine engineers can create an artificial reef by taking two actions - towing old barges to an offshore location and sinking the barges to the sandy bottom.

No, The meaning of the sentence is towing old barges and sinking old barges to the sandy bottom. hence, answer should be B. Here, them clearly refers to old barges.



When should we repeat words in parallelism?
As in this case, will this be correct: by towing........and by sinking..........

(1) what is sinking? Is it the “old barges” or is it the “engineers” themselves?

b. and sinking them
best option

c. and sinking it
(1) it = SV disagreement; we’re referring to the “old barges”

d. where it sinks
(1) it = SV disagreement; we’re referring to the “old barges”; (2) meaning error = the act of (intentionally) sinking is removed within this option, changing the meaning the original sentence

e. having sunk them
(1) sounds like the sinking comes from the towing, illogically

Yeah...but I think we have to leave some of it to imagination and common sense :) .

For example:

Every morning, Peter wakes up and goes for a walk.

Obviously, waking up and going for a walk, don't happen simultaneously.
