Reports than it did in 1970.

Than it had vs than it did:
MC state reported 3 times many pigeons than it did --> 'had' is usually used more with food/ consumption. Ex:John had 3 times as many cupcakes this Monday than he did a week ago. I am not sure the exact grammatical rule behind it,but 'had' wouldn't fit here.
Would love an expert input here
